Zero duty between UAE and Israel starting April 01, 2023

Dear All,

Under the Comprehensive Economic Partnership Agreement (CEPA) between the UAE and Israel, both countries have agreed to gradually reduce and eventually eliminate tariffs on a wide range of goods traded between them. However, in order for goods to qualify for this tariff elimination, they must meet certain criteria.

Goods imported into the UAE must be accompanied by a proof of origin certificate demonstrating that they originate from Israel.

The certificate must be issued by the competent authorities in Israel and must be presented to the UAE customs authorities upon importation.

There are certain exceptions to this requirement.

Goods that are wholly obtained or produced in Israel, or have undergone substantial transformation in Israel, are considered as originating in Israel and eligible for tariff elimination without needing proof of origin certificate.

 

On the other hand, there are also certain goods that are excluded from the tariff elimination under the CEPA. These include goods subject to specific duties or taxes, such as excise duties, and goods considered sensitive by either country, such as certain agricultural products.

 

It is important for businesses that wish to take advantage of the tariff elimination under the CEPA to ensure that their goods meet the criteria set out in the agreement and that they have the necessary documentation to prove the origin of their goods. Failure to comply with the requirements could result in the imposition of customs duties on imported goods.
